18 April 2005 2043 Pacific Time [ATT finished troubleshooting the problem, having found a bad cable. The system is returned to service and the trouble ticket closed.]

18 April 2005 0902 Pacific Time [T1 which serves WINPHO from state backbones is generating errors. ATT taking this connection off-line for testing at this time. This outage will impact only those users accessing WINPHO via state backbones. It will have no impact on users connecting over the Internet.]

3 FEB 05 1100 Pacific Time [Returned to service]]

3 FEB 05 1030 Pacific Time [Yesterday's problem persists. At this time it appears that a Cisco router did not recover with the rest of the system after the scheduled shut-down yesterday. Updates to come.]

2 FEB 05 [WINPHO recovered from the scheduled shutdown this morning, but then failed. Users may have limited or no access at this time. The problem is being worked. Check back for updates.]
