Termination of the WINPHO Program

On December 31, 2005, the WINPHO program will come to an end. An official notification letter has been sent to subscribing agencies.

Some important things to keep in mind:

1. If you've paid an annual WINPHO fee which covers a period beyond 31 December 2005, you will receive a refund for that portion of your fee which covers the post-31 December timeframe;
2. No WINPHO invoices will be sent out for new or renewing agencies through the rest of the life of the program. Service will be provided without charge by WIN;
3. The points I've made here apply only to WIN fees. Oregon DMV fees are set and collected by DMV in strict accordance with Oregon law, and DMV has much less flexibility than WIN when it comes to adjusting fees. Please check with DMV if you have questions about how they will handle fees during the last few months of WINPHO.
