Participation in WINPHO

Any law enforcement agency in the state of:

  • Alaska
  • California
  • Idaho
  • Montana
  • Nevada
  • Oregon
  • Utah
  • Washington, or
  • Wyoming

may participate in WINPHO, as may the United States:

  • Drug Enforcement Administration
  • Federal Bureau of Investigation
  • Immigration and Naturalization Service
  • Internal Revenue Service
  • Postal Inspection Service, and
  • Secret Service.

Agencies may contribute images and other data, or simply retrieve from WINPHO. Existing systems may be interfaced to WINPHO, or new systems may be acquired and installed. To begin the process or to request more information, contact your WIN member or Dave Diamon at WIN directly. Dave's email is dave@winid.org.

Agencies are also encouraged to contact Dave prior to contracting for new or upgraded mugshot systems. WIN has gathered a great deal of vendor-specific information from users and can help agencies find systems that will easily interface with WINPHO. WIN can also provide agencies with draft RFP language that will ensure that the system you purchase will be able to share images with WINPHO.
