Note: this pricing is current when posted but may change at any time without notice. WINPHO agreements are, however, annual. Any fee increases would apply therefore, only to a subsequent annual agreement.
The cost of the basic WINPHO service is based upon the size of your agency, and the size of your agency is determined by the number of full time sworn positions authorized for the agency. In most cases we will determine the number of full time sworn positions authorized for an agency by consulting the US Department of Justice Census of Law Enforcement 2000.
Why “full time sworn authorized?” Simply because this number is more static than actual staffing, it is available through the Census, and it provides a reasonable yardstick. Note that pricing is based upon the number of full time sworn personnel authorized for your agency. Once we’ve established the size of your agency using this method, we no longer care how many of your employees use the system. Allow me to reiterate:
The authorized maximum number of full time sworn staff for your agency is used only to locate your agency in one of five pricing tiers. It has no bearing on the number of users you may sign up. You may an unlimited number of users who may download an unlimited number of images from an unlimited number of computers. In fact, we encourage you to enroll as many users as you see fit. The cost remains the same.
For example, an agency may have 12 full time positions authorized. This staffing puts this agency in the lowest pricing tier. This agency might well enroll 30 users (accounting for support staff, dispatch, etc). The fact that the agency enrolls 30 users has no impact upon its annual fee.

Oregon DMV access is priced at $208 per year and payable directly to DMV. This fee allows your agency unlimited access to DMV data. Electronic access to Oregon DMV data is only available via WINPHO.
Oregon DMV access fees are in addition to basic WINPHO service fees noted above.
Oregon DMV currently charges $6.50 for each dossier it provides to law enforcement in hard copy form. Therefore, the break-even point for DMV access can be calculated by adding DMV’s annual fee to the annual WINPHO fee and dividing by $6.50.

Currently the largest mugshot collections available via WINPHO are those of the Portland Police Bureau, the Ada County Sheriff’s Office (Boise, Idaho), the Orange County Sheriff’s Department (Santa Ana, California), and the Alaska Department of Corrections (all initial bookings in the State of Alaska are carried out by Corrections. All bookings result in a mugshot being uploaded to WINPHO). Other, smaller agencies also contribute and more (large and small) are currently working on interfaces. All mugshots to which WINPHO has access are provided to users at no additional charge. There is no limit on the number of images you may search and download.
Agencies contributing images to WINPHO are charged one of two ways, depending upon the size of the agency. Agencies in tiers four and five pay a $1,000 fee over and above their basic WINPHO charge. Agencies in tiers one, two, and three pay a flat $1,000 per year, which includes their basic WINPHO charge. In other words, an agency in tier three would expect to pay $708 for unlimited download access to Oregon DMV data and WINPHO mugshots via WINPHO. If that agency was to contribute its own collection to WINPHO, its cost would be $1,000. This $1,000 fee would include unlimited download access to Oregon DMV data and WINPHO mugshots via WINPHO. On the other hand, an agency in tier four would expect to pay $2,208 for download only and $3,308 for download plus contribute.
